GSA Names Deputy Commissioner for Federal Acquisition Service

The U.S. General Services Administration’s (GSA) Federal Acquisition Service announced that Barnaby (Barney) L. Brasseux has been appointed FAS Deputy Commissioner. Brasseux’s appointment is effective immediately.

“I am pleased to announce that I have selected Barney Brasseux to be the Deputy Commissioner of the Federal Acquisition Service (FAS),” said FAS Commissioner Jim Williams.

Brasseux previously served concurrently as Acting Deputy Commissioner and Assistant Commissioner for Travel, Motor Vehicles, and Card Services.

As Deputy Commissioner, Brasseux oversees the acquisition of more than $46 billion in products, goods, and services for federal agencies. He manages the FAS workforce of more than 4,000 associates who help customers find, buy, and manage all federal services other than real estate.

His programs include the means by which agencies receive information technology services, the government’s major contracts for obtaining telecommunications, and the management of more than 200,000 motor vehicles. Programs also include disaster relief for hurricane victims, equipment for the U.S. armed forces, travel arrangements for federal travelers, and charge card usage.

In 1993 Brasseux joined GSA’s Federal Supply Service, holding a variety of positions in the travel and transportation, services acquisition, and automotive organizations, and he also served as the Chief of Staff. A past Chairman of the FSS Management Council, in 2001 Brasseux was appointed the Assistant Commissioner for Vehicle Acquisition and Leasing Services.

In other GSA news, Administrator Lurita Doan announced that Kimber Boyer will serve as the agency’s Associate Administrator for the Office of Performance Improvement (OPI).

“GSA’s Office of Performance Improvement now has a strong leader who will bring the right set of skills to support both GSA and the President’s management agenda,” said The Office of Performance Improvement is responsible for oversight and designing action plans to review the organizational performance measures and the execution of those measures to meet GSA’s strategic goal of performance improvement. OPI serves as the catalyst to ensure GSA implements a rigorous process for developing and executing performance
improvement.

In addition, the office is responsible for overseeing the development and execution of GSA’s competitive sourcing program. OPI also ensures that all GSA products and services provide the best value to customers.
Prior to his appointment at GSA, Boyer was Director of Strategic Planning and Oversight for the Republican staff of the House Committee on the Budget.
