State and Local Officials Join DHS Committee

Secretary of Homeland Security Tom Ridge announced the appointment of Martin Stephens, President of the National Conference of State Legislatures (NCSL), Karen Miller, President of the National Association of Counties (NACo) and James Garner, President of the U.S. Conference of Mayors, to serve as the newest Organizational Representatives on the State and Local Officials Senior Advisory Committee.

Secretary Ridge established this committee to provide the Homeland Security Advisory Council with advice on increasing America's security from experts representing state and local governments.

Martin Stephens was elected Speaker of the Utah House of Representatives in November 1998, was re-elected in November 2000 and again in 2002, becoming the only Speaker in state history to have been elected for a third term. He comes to this important position after having served in the Utah Legislature since 1988. He assumed the presidency of NCSL in July 2003.

Commissioner Karen Miller of Missouri is currently serving her eleventh year as a Commissioner on the Boone County Commission. Commissioner Miller has focused much of her efforts on the county's water infrastructure, roadways, and in connecting Boone County to the World Wide Web. She became president of NACo in July 2003 after holding several key positions in the organization, including Chair of the Highway/Highway Safety Sub-Committee.

Mayor James Garner of New York is the four-term Mayor of Hempstead. Mayor Garner has been instrumental in strengthening the Hempstead community on both social and economic fronts. He has also been an active member of numerous organizations, including the National Association for the Advancement of Colored People, the Town of Hempstead Minority Advisory Council, and the local American Legion. Mayor Garner has served as president of the U.S. Conference of Mayors since June 2003.

DHS Approves Initial National Response Plan

U. S. Department of Homeland Security Secretary Tom Ridge announced approval of the Initial National Response Plan (INRP), an interim plan designed to help develop a unified approach to domestic incident management across the nation. The INRP represents a significant first step towards the overall goal of integrating the current family of federal domestic prevention, preparedness, response, and recovery plans into a single all-hazards plan.

"I commend the many dedicated professionals from state and local governments, law enforcement, and the fire and emergency management communities, tribal associations, the private sector, and non-governmental organizations across America who all worked with the department to develop this initial unified plan," Ridge said. "Their efforts and this Initial National Response Plan make America better prepared by integrating the emergency response plans that cover terrorist attacks, major disasters, and other emergencies. As this effort further evolves, our homeland security effort will be guided by the concept of one plan, one team, and one fight."

The Initial National Response Plan strengthens America's emergency response process with new incident management capability including:

* Establishment of a permanent Homeland Security Operations Center (HSOC) to serve as the primary national-level hub for domestic incident management communications and operations;

* An Interagency Incident Management Group (IIMG) during domestic incidents to facilitate national-level situation awareness, policy coordination, and incident coordination;

* Designation of a Homeland Security Department Principal Federal Official (PFO) to oversee Federal assistance efforts locally during domestic incidents;

* Establishment of a Joint Field Office during domestic incidents to better integrate the Federal response in support of state, and local authorities.

In addition to the new emergency planning measures established by the INRP, the Department of Homeland Security and responders from around the nation continue development of the National Incident Management System (NIMS), which will create additional standardized coordination procedures for incident managers. A final National Response Plan is under development and will eventually replace the INRP.

Bike racks and lockers earn green building credits

By installing bike racks and lockers, entities encourage alternative transportation, which reduces road congestion and pollution, and provides convenience and security for the growing numbers of two-wheeled travelers. Statistics from the Bicycle Institute of America and the U.S. Census show that bicycle commuting is on the rise, with estimates of between 2.8 and 4.9 million Americans biking to work. Many more use bicycles for errands and when visiting public facilities.

Many architects and building managers simply dont realize they can earn green building credits in the Sustainable Sites category within the LEED (Leadership in Energy and Environmental Design) specifications by installing bike racks and lockers, explains Richard Hartger, President of Cycle-Safe, Inc. This information is buried in the fine print of the specifications and easily overlooked. Yet compared with many other actions needed to earn credits, installing racks and lockers is one of the easiest and least expensive steps to take.

The LEED Green Building Rating System is a voluntary, consensus-based national standard for developing high-performance, sustainable buildings. Members of the U.S. Green Building Council representing all segments of the building industry developed LEED and continue to contribute to its evolution.

National lab contributes to power grid alliance

Battelle announced that it has joined a coalition of six other corporations in forming the GridWise Alliance, a collaboration that will realize the vision of an electric power grid that leverages information technology to improve power generation, distribution and consumption. Battelle will provide scientific and technological expertise through the Department of Energys Pacific Northwest National Laboratory, which it operates for DOE.

The alliance will be comprised of Alstom, Battelle, IBM, PJM, RockPort Capital Partners, Sempra Energy and UAI. By joining together, the alliance will provide stronger, more strategic and innovative science-based solutions to federal agencies and power generation and distribution organizations.
