PRESIDENT BUSH ANNOUNCES FY 2005 BUDGET
In his State of the Union address, President Bush laid out ambitious goals for the future. Yesterday, President Bush announced his Fiscal Year 2005 budget and described it as a plan to help make America a more secure, more prosperous, and more hopeful country.

http://www.whitehouse.gov/infocus/budget/index.html PROPOSED HOMELAND SECURITY BUDGET COVERS SKIES, WATERWAYS, AND NATION The Department of Homeland Securitys budget exhibits the Administrations continuing commitment to secure the homeland by requesting total new resources for FY 2005 of $40.2 billion. This is an increase of 10 percent above the comparable FY 2004 resource level. The budget substantially increases funding for DHS from 2003the year that the Department was createdand continues the dramatic growth for agencies that are now a part of DHS. The Presidents budget as a whole clearly demonstrates the continuing priority placed on Homeland Security in requesting new government-wide discretionary resources for FY 2005 of $30 billion.

DOE BACKS AWAY FROM AFV FLEETS
The Department of Energy (DOE) declined to adopt a regulation requiring that owners and operators of certain private and local government fleets acquire alternative fueled vehicles.
The DOE said its decision is based on its findings that such a requirement "would not appreciably increase the percentage of alternative fuel and replacement fuel used by motor vehicles in the United States" and would make "no more than a negligible contribution" to the achievement of the replacement fuel goals set forth in a 1992 Clinton era law known as EPAct.
The Energy Policy Act of 1992 (EPAct) was passed to reduce dependence on imported petroleum by requiring certain fleets to acquire alternative fuel vehicles, which are capable of operating on non-petroleum fuels.
DOE TO COMPETE MANAGEMENT, OPERATING CONTRACTS FOR NATIONAL LABS
The U.S. Department of Energy announced that it will compete management and operating contracts for the following national laboratories: Ames, Lawrence Berkeley, Lawrence Livermore, and Los Alamos National Laboratories.
Decisions concerning the precise timing of and procedures for these competitions are still under consideration by the Department. Announcements applying to the competition of these contracts will be issued when those decisions are finalized. Section 301 permits an extension of up to 2 years of the identified laboratory contracts in order to allow time to award a new contract competitively, to provide continuity of service between contracts, or to complete work under a contract that will not be renewed.
AIRPORT OPENS PET REST AREA
Traveling pets now have a place to stretch their legs, get a drink of water and even take a restroom break at Phoenix Sky Harbor International Airport. Sky Harbor has opened its new Bone Yard to rave reviews. The dog park and pet rest area is located right outside of Sky Harbors busiest terminal, Terminal 4. Sky Harbor Public Information Specialist, Lexie Van Haren, says that she was actually hugged by a dog owner and frequent flyer, after the woman discovered the Bone Yard.
The idea for the Bone Yard came from the Phoenix Aviation Parks Department. Parks workers noticed that passengers with traveling pets were using landscaped areas around the airports terminals for pet rest areas. The Bone Yard provides a gravel area, shaped like a bone of course, where pet owners can take their companion animals for a restroom break. Mutt Mitts are provided for owners to clean up after their pets. The Bone Yard also provides two water faucets and buckets for pets that need to re-hydrate. The Bone Yard is shaded from the Arizona sun during day and lighted at night.
The pet rest area was designed not only to be functional, but attractive. Flagstone paths lead to two entrances, with the main entrance sporting a whimsical gate. Phoenix Sky Harbor is one of the only airports in the United States to offer this free service to pet owners.
FROM RICE WASTE TO ROAD SURFACES
A waste product from rice has been used by Japanese scientists to produce surfacing materials that make for quieter, more resilient roads, reports Richard Butler in an issue of Chemistry & Industry Magazine.
Roads made using this method absorb noise better, drain faster and are less susceptible to extremes of temperature than traditional based road surfaces, according to Minebea, of Nagano, Japan. They may even be able to help traffic management.
The new traffic surfaces contain rice bran, the brown layer that separates rice grains from their husks, explains the Chemistry & Industry report. The bran is usually disposed of in landfill sites or used as cattle feed. But when the rice bran is mixed with resins, the result is a hard resilient material with many interesting properties. It is versatile, light, friction resistant and porous.
NAVAL BUILDING LOCKS UP ROOF LEAKS
At the Philadelphia Naval Business Center, several buildings were experiencing reoccurring leaks from a roof systems that was installed in 1998. After assessment, repairs were recommended to the flashing, details, and membrane seams.
The Navy selected Tremco to perform the repairs and twice-a-year inspections and preventative maintenance for a five-year period with an option to renew for an additional five years. The leak-free warranty and transfer of performance risk to Tremco for a fixed cost completed the contract. The five-year, $52,000 performance warranty has saved the Navy an estimated $400,000 to replace the entire roof system.

The Navy Flight Demonstration Squadron (Blue Angels) announced there is a shortage of qualified applications for the 2005 season. The application deadline is April 1, 2004, and selection results will be available no later than June 1, 2004.
According to Chief Aviation Electricians Mate (AW) Louis Arrazola, Blue Angels command career counselor and applications chief, various aviation ratings are needed to fill billets for the 2005 season.
We put the word out two months early last November to give West Coast Sailors an opportunity to interview while we're doing our winter training in El Centro, Calif., he said. That was done to save them the money for the cost of travel to Pensacola, Fla.
