Job Creation Vexes States
State government, not private industry, was the biggest creator of new jobs in the country last month, a development that could explain why states are putting so much energy into keeping and growing new businesses within their borders. Of the meager 21,000 new jobs created across the country in February, state government accounted for 20,000, primarily in education, according to the most recent government figures. The unemployment rate remained at 5.6 percent last month.
The nations jobless recovery has governors and state policymakers trying to jump-start the job machine this election year with an array of strategies that range from banning state contractors from taking work overseas, to providing seed money to new high-tech startups.
After a couple of embarrassing incidents of state-contracting jobs going to India, state lawmakers are hopping on the anti-outsourcing bandwagon to show they are doing something to stem the rush of jobs going abroad.

Sometimes managers feel like the last of a dying breed. Downsizing and cutbacks have cut management staffs to the bone. If youre one of the few left standing, you know its a lonely feeling. And, lets be honest, its also a scary one. You dont know how to best ensure your own survival, so chances are youre lying low, taking care not to make waves, and hoping the ax-wielders simply wont notice you. But this is not the time to toe the status quo line.
As I explain in my book The Leaders Compass: Set Your Course For Leadership Success (Academy Leadership Publishing, 2003), co-authored with Ed Ruggero, the metaphorical last one standing has an opportunityan obligationto take a strong leadership stance.
The ethical and financial scandals that have rocked the business community lately were caused, or at the very least enabled, by yes-men and yes-women who adapted, chameleon-like, to what was going on around them. This fact is reason enough to adopt a policy of strong, inspirational, principle-based leadership. The other reason is that when people are being weeded out, those with the strongest roots are the hardest to eliminate.

Most people yawn and get that cloudy, glazed-eye look when discussing the Internet and taxes. State lawmakers, on the other hand, see a vibrant shade of green--as in money--when discussing ways to convert Internet commerce into sorely needed tax dollars for state coffers.
Billions of dollars of potential revenue float through cyberspace in the form of Internet transactions, but only a small fraction currently can be taxed by states. No wonder that state lawmakers are pushing Congress, which has the power to regulate interstate commerce, for the okay to tap into the vast tax potential in cyberspace.
The most lucrative prize would be the go-ahead to slap a state sales tax on online purchases, which most consumers now consider to be tax-free. States see a treasure trove of up to $45 billion a year in potential taxes on online purchases, which are growing at a far faster rate than retail sales in stores where sales tax routinely is added to each bill. But it is highly unlikely that anything will happen on taxing Internet salesat least this yearbecause its too politically explosive and unpopular for Congress to take up in this short, election-year session.

GSA categorizes Items for Easier Access
The General Services Administration (GSA) Federal Supply Service (FSS), has selected Zycus SDM software leveraging AI technology (AutoClass) for its GSA Advantage! e-marketplace to increase usability and drive additional sales. GSA Advantage! Which was set-up to facilitate the supply chain needs of the Federal Government was challenged from the outset to make it easier for customers to find products. This challenge was addressed by leveraging software tools that would help adopt UNSPSC, a global commodity-coding standard, to classify the item master data. Using a manual approach, this task could take several years and cost many millions of dollars.
With increased adoption of GSA Advantage!, the Federal Government will potentially save millions of dollars from purchase transactions in products and services. The Zycus' SDM software integrated with the GSA Advantage! system, will automatically help categorize more than five million product and services data within the system to UNSPSC standards, and help people find what they need more easily, said Mr. Al Iagnemmo, director of e-business for the FSS.

The Nebraska State Patrol's bomb squad recently received a high-tech $158,000 robot that is capable of responding to and disabling bombs. Federal homeland security funding helped pay for the robot and will also help pay for two other robots that will see duty in the state of Nebraska. Those robots are expected to be received by June and will be placed with the Lincoln Fire Department and the Omaha Police Department's bomb squad. The State Patrol's robot features four video cameras, a telescoping arm, microphones, multiple lights, and two high-pressure water pistols that can be used to destroy bombs. In addition, the fiber-optic-controlled robot has a range of 2,500 feet, can operate via batteries for three hours, and is capable of being outfitted with a shotgun. The 800-pound robot, known as the Mark V, is made by Knoxville, TN-based REMOTEC. The Mark V can also be useful in hostage situations and chemical spills, according to the head of the State Patrol's bomb squad.

Software Nets Crime in Florida
The Sweetwater, FL, Police Department recently deployed the Info-Cop software system - giving officers in the field real-time access to local, state, and federal crime databases over a wireless network. The first day of the deployment, Sweetwater police officers experienced firsthand the benefits of Info-Cop's in-vehicle alerts by capturing a New Jersey wanted person that dispatch was unable to identify. Over the next week, Sweetwater police officers used Info-Cop to identify and capture five more persons wanted in New Jersey, New York, and Florida.
The Sweetwater Police Department has outfitted half of its patrol cars with laptop computers running Info-Cop and expects to have full installation over the next six months.
