At least 16 states have discovered there's good money in auctioning accumulated state junk online -- everything from bicycles to computers to skateboards, and even pairs of long underwear. For buyers with deeper pockets, there are Chevy Camaros, motor homes and even BMW motorcycles - stockpiled in state government warehouses and up for grabs to the highest bidder.

Establishing Green Purchasing Priorities

After making a commitment to buy "green," almost every organization asks the same question. Given the thousands of commodities we purchase, which products and services should we tackle first? There are almost as many answers to this important question as there are people asking it.

Based on interviews with environmental purchasing advocates, information contained in written policies, discussions with purchasing officials, and other anecdotal evidence, it appears most organizations do not have formal procedures for selecting commodity areas. They just start where they can. They do, however, have good reasons for starting where they did.

Some purchasers report that priorities are established because someone in a leadership position expresses interest in a particular commodity or because of outside public pressure around specific purchases. Others suggested a variety of more strategic explanations for how products can or should be selected or how they thought others were selecting them. Their explanations provide a useful framework for understanding how an organization can prioritize its environmental purchasing efforts.

Computer Techniques to Bring Blacked-Out Words to Light

Gemplus information security lab director David Naccache and Dublin City University computer science graduate student Claire Whelan developed a software program that identified words that were blacked-out in several confidential documents using computer-based techniques. After demonstrating the Eurocrypt software at a security conference in Switzerland last, Naccache said the deciphering of blacked-out words could be complicated with the employment of optical character recognition technology to rescan documents and change fonts. Freedom of Information Act experts expressed concern that the government might censor documents to an even greater degree, using Naccache and Whelan's technique as an excuse.

Port to Install Video Surveillance

The Philadelphia Regional Port Authority, the second largest North Atlantic port and strategic military seaport, will install automated intrusion detection within the port's land and water-side perimeters. The real-time, PC-based system tracks people, cars, and boats, and compares their movements to the port's security model. If a security breach occurs, responders will be automatically and instantly notified. GuardianWATCH, manufactured by PSX, Inc., will reduce port expenditures by protecting miles of waterside and landside perimeters with no increase in manpower. Surveys Expose Security Sins and Sinners

Almost half of IT managers believe that opening an unknown attachment is the most serious security offense their users can commit, according to a recent poll of IT administrators and security consultants conducted by WatchGuard Technologies, Inc. http://list.pentonmedia.com/cgi-bin3/DM/y/efuY0D8eaH0JQA0BIMu0AM More than three-fourths (79 percent) of respondents also indicated that a virus has successfully penetrated their network defenses at least once in the past year.

Results from a related survey conducted by the company, a provider of Internet security solutions for the small- to mid-size enterprise (SME) market, indicate that only seven percent of users obey security policies to the letter while 46 percent don't even try to work securely.
