Soldier Field Renovation Praised for Design, Environmental Efforts
The new Soldier Field has won 13 awards since reopening to the public last year. Praise for the stadium, which was the city's largest public works project in recent history, includes honors from construction associations and publications, civic organizations and environmental groups.
"The Chicago Park District is excited to be honored for the redesign of the new Soldier Field," said Timothy J. Mitchell, the general superintendent of the Chicago Park District. "This new 'Stadium in a Park' belongs to the people of Chicago and its countless state-of-the-art improvements and new parkland are an exemplary contribution to the Museum Campus and our beautiful lakefront." In May, Architectural Record magazine featured the new Soldier Field as its cover story. The monthly magazine of The American Institute of Architects has been providing industry news to its members as well as non-member architects and construction professionals across the nation for 110 years.

Partnering Would Reduce Maritime Security Costs
As part of international efforts to ensure maritime safety and security, the U.S. Coast Guard is developing an automatic identification system (AIS) that should enable it to monitor ships traveling to and through U.S. waters. The Government Accountability Office (GAO), a congressional watchdog organization, recommends that the Coast Guard seek and take advantage of opportunities to partner with local private and public organizations to defray the costs of developing on shore AIS.
Because the Coast Guard is in the early stages of progress toward nationwide AIS, the total cost and completion time are uncertain. The Coast Guard has taken advantage of opportunities to bring AIS into service quickly in 10 areas where vessel-monitoring technology already exists, and is simultaneously defining and planning for full nationwide coverage.
The Coast Guard estimates that planning and testing will be completed, and a request for proposals (RFP) issued between December 2004 and February 2005.
Motorcycles, Cattle Must Yield to Desert Tortoises
Mohave desert tortoises and other endangered species in the California desert won a victory on last Tuesday over off-road vehicles and cattle grazing.
In U.S. District Court for the Northern District of California, Judge Susan Illston struck down biological opinions issued by the U.S. Fish and Wildlife Service that authorized extensive cattle grazing and off-road vehicle use within the 4.1 million acres of desert tortoise habitat located within the larger California Desert Conservation Area (CDCA).
The Service wrote its formal biological opinions in response to management plans issued by the Bureau of Land Management (BLM) for the Conservation Area, a 25 million acre area roughly the size of the state of Virginia.
In two related cases, Judge Illston ruled that the Service had failed to consider the negative effects of the BLM plans on the recovery of endangered species, instead looking only at their survival.
One case brought by the American Motorcycle Association against Interior Secretary Gale Norton, and the other brought by the Center for Biological Diversity against the BLM and the Desert Vipers Motorcycle Club each sought to invalidate the biological opinions - on opposite grounds.
