Disaster Funds Available to Floridians

The President declared a major disaster exists in the State of Florida and ordered Federal aid to supplement State and local recovery efforts in the area struck by Hurricane Jeanne beginning on September 24, 2004, and continuing.

The President's action makes Federal funding available to affected individuals in the counties of Brevard, Hardee, Hernando, Highlands, Hillsborough, Indian River, Lake, Martin, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Seminole, St. Lucie, Sumter, and Volusia.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding also is available on a cost share basis to State and eligible local governments in the counties of Brevard, Citrus, DeSoto, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Levy, Manatee, Marion, Martin, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Seminole, St. Lucie, Sumter, and Volusia for debris removal and emergency protective measures, including direct Federal assistance. For a period of up to 72 hours, Federal funding is available at 100 percent of the total eligible costs for debris removal and emergency protective measures, including direct Federal assistance.

Federal funding is also available on a cost-share basis for hazard mitigation measures statewide.

Representing the Federal Emergency Management Agency (FEMA), Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William L. Carwile, III as the Federal Coordinating Officer for Federal recovery operations in the affected area.

The Agency said that more counties and additional forms of assistance may be designated after damage assessments can be completed in the affected area.

The Agency said that those who sustained losses in the counties designated for aid to affected individuals and business owners can begin applying for assistance by calling 1-800-621-FEMA (3362), or 1-800-462-7585 (TTY) for the hearing impaired. The toll-free telephone numbers will be in operations 24 hours a day, seven days a week until further notice.

Cities Are Less Able to Meet Fiscal Obligations

America's cities were less able to meet their financial needs in 2004, and expectations for 2005 are equally grim, according to a new report released by the National League of Cities (NLC). Revenues are not keeping pace with increases in spending for public safety and infrastructure, and growing costs of employee health benefits, pensions and wages, according to City Fiscal Conditions in 2004.

California Targets Cars to Tight Global Warming

California adopted the nation's first limits on automobile emissions to curtail greenhouse gases in a move that also will trigger tougher exhaust rules in seven East Coast states but likely will bring a legal challenge by the auto industry.

Facial Recognition in Action

The Pinellas County Sheriff's Office in Florida uses facial recognition technology to identify offenders and speed up the booking process, and hopes to eventually build a statewide system with possibly millions of images. The system features a pre-book kiosk that takes four pre-booking images in less than five seconds, which are saved for future investigations. During formal booking, deputies collect data for 48 fields, 14 of which are mandatory, portraits and profiles of prisoners, scars, tattoos, and signature, if desired. Using the system, deputies have better access to criminal histories; can search using various fields; and can copy, save, or e-mail images. New Facility to Focus on Clean Energy

The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has signed a subcontract with the M. A. Mortenson Company to build the Laboratory's first major new facility in a decade, the Science & Technology Facility. The value of the construction subcontract is nearly $18 million. The total value of the project, including equipment and furnishings is approximately $28 million.

The new research building will be constructed at NREL's main campus, at the foot of South Table Mesa adjacent to the Laboratory's existing Solar Energy Research Facility. The new facility will allow NREL to enhance its research capabilities to meet DOE's goals for advancing solar, hydrogen and other promising clean energy technologies. The research focus in the Science & Technology Facility will be on accelerating the transition from lab discovery to use by the industry for technology commercialization.

Airport Screeners Missed Weapons and Explosives

Undercover investigators were able to slip explosives and weapons past security screeners during tests at 15 US airports, according to a 2003 investigation by the US Department of Homeland Security.

Results of the department's tests were presented in a classified report to members of Congress while a less detailed version was released by the agency's inspector general.

Asked about the report, US Undersecretary for Homeland Security Asa Hutchinson, said changes had been made since investigators were able to get past airport security with guns, knives and box cutters in 2003. Source: airwise.com.
