The landmark U.S. intelligence overhaul passed by Congress Wednesday (Dec. 8) includes the first mandatory federal identification standards for drivers' licenses, birth certificates and other forms of state-issued ID, little-noticed provisions that have some wary state officials upset over what one terms "an end run on states' rights."

Over the past few years, there has been a strong movement toward the cleanup of brownfields sites--areas contaminated by former industrial properties. Group Urges GPS Installation on School Buses

In an effort to increase student safety, Boston City Councilor, John Tobin, is calling for global positioning systems (GPS) on the city's 720 school buses. The system would track the location, speed, and directions of each bus, according to Tobin. Although the School Bus Drivers' Union is opposed to the use of GPS for fear that the technology would be used to spy on drivers, the school committee and the school administration are likely to approve the measure.

Legislators' Guide Promotes Affordable Health Insurance

The Council for Affordable Health Insurance (CAHI) and the American Legislative Exchange Council (ALEC) jointly released the "2005 State Legislators' Guide to Health Insurance Solutions." This guide will help state legislators answer the trillion dollar healthcare question: How can states keep health insurance accessible and premiums affordable while expanding choice?

The State Legislators' Guide takes on this and many other tough issues that are confronting and confounding state legislators and their constituents.

In the State Legislators' Guide, each critical health insurance issue is summarized, actions already taken by states are highlighted, and possible solutions are offered. The Guide is designed to offer lawmakers a starting point for deliberations and legislative proposals. Legislators who use the Guide will be able to sift through complicated policy questions quickly and identify solutions that will increase access to affordable health insurance.

Founded in 1992, CAHI is a non-profit research and advocacy association whose mission is to develop and promote free market solutions to America's health care challenges. CAHI's membership includes health insurance companies (active in the individual, small group, HSA and senior markets), small businesses, physicians, actuaries and insurance brokers. Visit: cahi.org

The American Legislative Exchange Council (ALEC) is the nation's largest bipartisan, individual membership organization of state legislators, with over 2,400 Democratic and Republican state legislators from all 50 states. Visit: www.alec.org
