Only eight states had to resort to hiking taxes in 2004 to balance their books, a sign that states' fiscal squeeze may finally be over, researchers said in a new report.

County Confronts Soil Erosion Problem

Home to more than 813,000 residents, Macomb County is the third-largest county in Michigan. Its Public Works Office administers the state-mandated soil erosion control program in 24 out of 27 municipalities in the county.

The mission of the program is to enhance water quality by reducing polluted storm water runoff at construction sites. Last year, the department issued 3,548 permits and conducted 19,844 inspections.

To add efficiencies to the permit and inspection process, the Soil Erosion Control Division of the Office of Public Works Commissioner began looking at automation.

State Cemetery Opening Marks VA Milestone

In the midst of the largest expansion of the veterans cemetery system since the Civil War, Idaho has added a landmark event by opening a state veterans cemetery in Boise. The state was the only one that did not have a veterans cemetery. It gave up that distinction on Nov. 16 with the aid of a Department of Veterans Affairs (VA) grant of $8.2 million for construction.

The VA grant to building the cemetery was awarded in 2002. The initial construction plan calls for development of 30 acres of the 77-acre site and includes a total of 8,640 gravesites, a committal service shelter, an administration and maintenance building, and an assembly area.

Approximately 122,000 veterans reside in Idaho. Before the state opened its cemetery, the closest open national cemetery for local veterans was Willamette National Cemetery in Portland, OR, about 425 miles northwest of Boise.

Clyde Hutson was charge in Ozaukee County Circuit Court with burglary after the State Crime Laboratory in Milwaukee obtained a DNA match after examining a cigarette butt left at the crime scene. Hutson is accused of breaking into Crossroads Presbyterian Church early this year. Saliva found on the cigarette matched a DNA sample of Hutson's that was stored in the lab's database. The database reportedly has approximately 75,000 samples, with the number of samples increasing by roughly 1,000 per month.

Glass Protection Film Saves Lives in Iraq

A clear film has been applied to more than 5,000 military vehicles currently operating in combat zones and support positions in Iraq, Kuwait and Afghanistan. The bulk of the VehicleGARD glass protection film, manufactured by ShatterGARD, was shipped directly to troops in custom-cut, peel-and-stick pieces for self installation.

"An IED (Improvised Explosive Device) exploded near a military vehicle and the passengers stayed unharmed," said Captain Kathleen Jacobson, Transportation Battalion, United States Army. "I know for a fact that ShatterGARD's window film is saving lives. It takes more than an Army to win a war, and ShatterGARD contributes to the fight on a daily basis," she added.
