Public-Private Initiative Focuses on Government IT Security

House Government Reform Committee Chairman Tom Davis (R-Va.) and the Federal Chief Information Officers (CIO) Council announced the creation of the CISO Exchange, a public-private initiative focused on empowering Federal Chief Information Security Officers (CISOs) to improve Federal government Information Technology (IT) security.

The Smart Cards Are Coming...Really

The use of smart card and biometric technology has been rising since the Sept. 11 terrorist attacks, with technological advances and government regulations like the Gramm-Leach-Bliley Act and the Patriot Act helping to drive the growth. In four years, the $1 billion biometrics industry is expected to grow nearly five times in size, with security applications including physical access, banking, and identification. More than 1 billion microprocessor cards were shipped worldwide last year, compared with 815 million in 2003, according to the smart-card association EuroSmart. As chip technology has evolved, smart cards have become more powerful and more adoptable for new applications. There are several trends emerging among smart cards, including hybrid cards, contactless cards, and new-generation smart-card readers. Some observers predict that smart cards and biometric technology will eventually combine--for instance, embedding biometric data on a smart card could draw physical security and IT security closer together.

DOT Adds New Agencies

U.S. Transportation Secretary Norman Y. Mineta announced the creation of two new agencies at the U.S. Department of Transportation (DOT) – one to focus on innovation and research and the other on pipeline and hazardous materials safety – to help the department more effectively execute its mission of developing and applying innovative technologies to create the transportation system of the 21st century. The new agencies began operating Feb. 20, a week before the deadline set by Congress.

The Research and Innovative Technology Administration (RITA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA) were authorized on Nov. 30, 2004 when President Bush signed the Norman Y. Mineta Research and Special Programs Improvement Act.

"These new agencies will help the department focus on two critical priorities for our nation’s transportation system--innovation and safety,” Secretary Mineta said. “RITA reflects how important research and technology are to our core mission, while the creation of PHMSA will continue and strengthen our commitment to safety."
