L.A. Approves Airport Master Plan

The Los Angeles City Council approved the Van Nuys Airport (VNY) Master Plan to serve as the long-term planning document that will guide land use at the 730-acre airport for the next 20 years.

P-Card Purchase Limits Return to Pre-Hurricane Levels

The Office of Management and Budget (OMB) issued guidance to federal agencies that effectively returns the purchase limit for government credit card purchases to pre-hurricane levels. Initially raised to help expedite the delivery of needed relief supplies to hurricane victims, the higher purchase limits are no longer needed and will be used only in "exceptional circumstances" to guard against fraud and abuse.

The second Katrina emergency supplemental appropriations bill, enacted on September 8, 2005, raised the threshold for so-called "micro-purchases" made via credit card to $250,000 for Katrina rescue and relief needs. Follow-up guidance from OMB set strict guidelines for who could use the increased thresholds, what they could be used for, and requiring an agency review of transactions. A memo to executive agency heads effectively restores the purchase limit to $2,500 for normal purchases and $15,000 for contingency operations, except in "exceptional circumstances" approved by OMB.

Police Install Cameras, Call Box at Park

The Village of Royal Palm Beach, FL, has installed two surveillance cameras and an emergency call box at Veterans Park. Images captured on the cameras are transmitted to police dispatchers, who monitor them round-the-clock. A patrol car is dispatched if suspicious activity is noted. The call box is solar-powered and links callers directly with a dispatcher. The village spent about $20,000 on both cameras and around $3,200 on the call box. The village plans to install call boxes in all 19 of its parks within three months for about $60,000. City Manager David Farber cites the need for additional security by noting that many children visit the park without their parents, and adds that many senior citizens who habit the park might not necessarily carry cell phones.

GSA Makes it Easier to Buy Government Property

The General Services Administration's (GSA) new Federal Asset Sales (FAS) Initiative is expected to increase revenues from the sale of billions of dollars worth of surplus, seized and forfeited property the government acquires each year, GSA announced. GSA expects the new FAS initiative to shorten the sales process and increase revenues from government property sales.

As a result, for the first time, the Federal Asset Sales Shop Government Auctions page on FirstGov.gov contains information on all federal property sales. The page has been redesigned to make it easier to link users to numerous online and offline federal sales locations. FirstGov.gov is the federal government's official Web portal.
The new Federal Asset Sales initiative also is expected to:
--Cut agency sales costs, by leveraging existing online and offline marketplaces and other economies of scale.
--Ensure fair market prices, by expanding the potential buyer pool to increase competition.
--Help agencies identify effective, efficient online and offline sales channels, through value-added services.
--Increase federal advertising to qualified buyers.
--Guides agencies and prospective buyers to other live auctions.
