Strategically Sourced Savings--Pennsylvania's Story

Please join us on August 30, 2005, 2:00 p.m. EST, for "Transforming Procurement in Pennsylvania--Strategic Sourcing and Shared Services"--a lively webcast detailing the Commonwealth of Pennsylvania's successful efforts at transforming procurement operations. Our presenter will be David P. Yarkin who led the reforms as Deputy Secretary for Procurement before leaving last month to launch his own business. During Mr. Yarkin's tenure, Pennsylvania established itself as one of the most successful states in the nation in implementing strategic sourcing, saving more than $140 million on an annualized basis.

Mr. Yarkin's presentation will cover the following topics:

--The decision to change the Commonwealth's procurement philosophy and adopt a strategic sourcing methodology;
--How the Commonwealth structured its strategic sourcing engagement to maximize savings, knowledge transfer and agency buy-in;
--The use of an expanded "toolbox" of tactics including RFIs, RFPs, reverse auctions, best value multiple award contracts and piggyback purchasing;
--The critical role of the chief executive in ensuring success;
--How Pennsylvania achieved success in increasing MWBE participation rates--from 2% enterprise-wide to more than 25% on strategically sourced contracts; and
--Why and how the Commonwealth transitioned from a decentralized procurement organization to a centralized, Shared Services model.

For Illinois Agency, Knowledge is Power--and Promise

How can state governments stop reinventing the wheel every time a valued employee leaves with institutional knowledge or files detailing the processes and systems at the heart of a department's function are lost?

The E-Gov Institute credits the Illinois Department of Central Management Services (CMS), the chief procurement organization for the State of Illinois, for taking an innovative approach to keeping information current. The department's knowledge management (KM) system has already helped save more than $100 million, or 14 percent of an estimated FY04 procurement spend of about $7 billion in its first full year of operation.

LA's Wayfinding Program Guides Drivers, Pedestrians

The City of Los Angeles recently began installing one of the country's largest civic wayfinding programs. Known as Downtown LA Walks, the project will help Angelinos and tourists alike better navigate the city's streets and sidewalks, and will unify the city's downtown core through a system of naming, branding and symbology presented on boundary and district markers, and pedestrian and vehicular signs.

U.S. Tests Radio Tags at Canadian Border

U.S. officials are testing radio frequency identification system technology at a handful of border crossings to see if the technology can be used to track foreigners who enter the country. P.T. Wright, operations director for the U.S. Department of Homeland Security's US-VISIT Program, says the technology is similar to the technology that is used to ensure quick passage at many highway toll booths. The testing of the technology began in early August at the Thousand Islands Bridge, which connects Canada and the United States. The testing is also being conducted at a pair of border crossings in Washington state and another pair of crossings in Arizona. The testing is part of the US-VISIT program, which uses fingerprints and photographs to confirm the identity of foreigners crossing the U.S. border. The radio frequency identification system works by using radio tags embedded into documents that foreigners present when they enter or exit the United States. At border crossing points, antennas read the tags for coded and secure serial numbers, and the antennas are capable of reading multiple tags at the same time at a distance of 30 feet or less. Officials envision the possibility of a streamlined system in which the tags are flashed by travelers crossing the border at highway speeds.

Hurricane Assistance Tops $4 Million in Alabama

More that $4 million in disaster payments have been provided to aid applicants following Hurricane Dennis on July 10. Federal and state disaster officials have received over 11,000 applications for disaster assistance, which includes housing assistance and payments for losses from the storm.

Of the $4 million in assistance, half was for housing assistance, which includes repair of storm-damaged homes or rental assistance for persons unable to live in their damaged homes. The other half has been for grants for replacement of essential items lost as a result of the storm.

Persons who were affected by Hurricane Dennis in Baldwin, Escambia, and Mobile counties can still call and apply for disaster aid via FEMA's toll-free telephone line 1-800-621-FEMA (3362). Applicants have until September 8 to apply for assistance.

New Jersey Becomes 25th State to Ban MTBE

Acting New Jersey Governor Richard Codey signed into law a ban on the sale of gasoline containing the fuel additive MTBE.

New Jersey's ban would take effect in January 2009. Ethanol will not be legally required to replace MTBE because the recently passed federal energy bill eliminates the reformulated gasoline oxygenate standard much sooner. However, when MTBE is removed from New Jersey gasoline, a volume and octane void will result that must be filled. Approximately 400 million gallons of ethanol would be required to replace MTBE in New Jersey. Ethanol is the most cost-effective octane component on the market and ethanol production is expanding rapidly.
