Little Rock, AR, Mayor Jim Dailey voiced the support of the National League of Cities (NLC) for actions taken by the Federal Communications Commission (FCC) to require enhanced 911 (E911) service for customers of voice-over-Internet (VoIP) phone service. Dailey, chairman of the FCC's Intergovernmental Advisory Committee and a member of the NLC Advisory Council, reaffirmed the importance of providing emergency service to anyone using phone service, regardless of how it is delivered.

Voting Surged in 2004, Census Says Nationally, voter turnout in the United States increased to 64 percent of all adult citizens in 2004, up from 60 percent in 2000, the U.S. Census Bureau reports.
News Private Cameras Transform Police Work Police departments are taking advantage of a boom in privately owned surveillance cameras to gather evidence and identify potential witnesses to crimes. In New York City recently, surveillance cameras have led to the arrest of numerous suspects, including one hit-and-run driver whose collision was filmed at a nearby B.P. gas station. The driver was then caught on tape near a construction site removing his license plates and throwing them in a dumpster. With new digital technology, the cost of surveillance video is going down while the quality of the images improves. New York police were able to create a wanted poster that helped catch a thief using two surveillance video clips from crime scenes. The video surveillance industry has grown about 15 percent to 20 percent a year for the past few years; the industry growth rate roughly doubled after Sept. 11, 2001, says security consulting firm executive Joe Freeman. But efforts to install government surveillance cameras has been met with fierce resistance from civil liberties groups in Washington, Chicago, and New Orleans. In New York, there are at least 200 cameras maintained by New York police, and 5,000 cameras in public housing developments. But the vast majority of video evidence is collected from privately owned cameras, which together constitute a "Little Brother" phenomenon. Investigators do not need a warrant to view private security tapes, and businesses are eager to provide them to help with investigations. Ironically, police often look up civil liberty group Web sites in order to find surveillance cameras near a crime scene. Federal Information Security Spending to Exceed $7 Billion by FY10 Federal information security spending will grow 20 percent over the next five years from $6.1 billion in fiscal year 2005 to $7.3 billion in fiscal year 2010 (FY10), according to a report released by INPUT, a provider of government market intelligence.
