OMB Promotes Strategic Sourcing in Acquisitions

The Office of Management and Budget (OMB) has issued a memorandum requiring agencies to leverage the government’s buying power by applying strategic sourcing principles to acquisitions. Strategic sourcing is the collaborative and structured process of analyzing an organization’s spending and using the information to develop strategies that reduce the purchase price for goods.

Cato Poll Shows Majority Support Personal Accounts

A majority of likely voters (52-40%) favor proposals to allow younger workers the choice to invest a portion of their Social Security taxes in personal accounts, according to a new poll conducted by Zogby International for the Cato Institute. Younger voters support the chance to invest by an enormous majority (66-23% among voters under 30).

Govs Give Grads Sentimental Speeches

Governors put aside politics, mostly, and reached out to college graduates with personal messages during the commencement season. "Today, each of you -- no matter your age or where you are in your career-- enters a new phase of your journey ... a journey that will take you places you cannot yet imagine," Louisiana’s Kathleen Blanco (D) told graduates at Southern University at Baton Rouge.

GSA Releases Draft FTS/FSS Reorganization Plan

The U.S. General Services Administration (GSA) released the draft plan for reorganizing the Federal Technology Service (FTS) and Federal Supply Service (FSS) to its associates and stakeholders today.

The draft plan combines FTS and FSS functions into a single unit called the Federal Acquisition Service (FAS) and establishes a commissioner position to oversee the service. The draft plan abolishes the FTS and FSS commissioner roles.

National Standards Urged for "Less-Lethal" Weapons

An independent panel investigating the death of Boston college student Victoria Snelgrove in October by a shot from a pepper-pellet gun has said that such "less-lethal" weapons should be controlled under a set of national standards in order to prevent similar deaths or serious injuries. The panel's chairman, former U.S. Attorney Donald K. Stern, has pointed out that few police departments are properly trained in the use of such weapons, which have evolved technologically at a pace that outstrips most departments' ability to update their officers on proper techniques for less-lethal weapons. National safety standards would ensure that police departments receive timely training and get more accurate and up-to-date information about the weapons than is currently available. Sen. Edward Kennedy (D-Mass.) with the Senate Judiciary Committee said he advocates national safety standards for less-lethal weapons, but commander Sid Heal with the Los Angeles County Sheriff's Department is skeptical that the National Institute of Justice has adequate funding to implement the Stern panel's recommendations. "The problem is: How do 17,800 separate autonomous police departments scattered across the country get to be informed consumers?" he stated. "The answer is we're not. We're largely dependent on information from the manufacturers." Source: The National Law Enforcement and Corrections Technology Center (NLECTC).
