FEATURES Legislators' Pay Falls Behind Legislators in Alabama, New Hampshire, and Texas are paid the same today as when Gerald Ford was president in 1975. In Indiana, lawmakers’ base pay has been stuck at $11,600 for 22 years. Nebraska has awarded only four legislative pay raises since 1934 the most recent in 1988. In 28 states, state lawmakers' salaries have declined when adjusted for inflation, according to a first-of-its-kind study of legislative pay from 1975 to 2005. Governors Examine Transportation Challenges A new issue brief from the National Governors Association Center for Best Practices (NGA Center) examines the transportation finance challenges faced by states and outlines tools available to address them. Feds to Regulate Railroad Hours For the first time ever the Federal Railroad Administration (FRA) will have authority to regulate railroad worker hours of service and will provide greater focus on risk reduction to improve safety in the railroad industry under a rail safety reauthorization bill submitted to the Congress.
NEWS $6 Million in Drug-Free Communities Grants Available The White House Office of National Drug Control Policy (ONDCP) and the Substance Abuse and Mental Health Services Administration (SAMHSA) announced the availability of new, Drug-Free Communities (DFC) support program grants. The deadline to submit applications for Drug-Free Communities grants is Tuesday, April 17, 2007. ONDCP expects to award approximately 60 new grants, totaling approximately $6 million, bringing the number of federally funded Drug Free Community coalitions to nearly 750. DHS Partners with NSF on Nuclear Detection The U.S. Department of Homeland Security's (DHS) Domestic Nuclear Detection Office (DNDO) and the National Science Foundation (NSF) recently issued a potential $58 million, over five years, in grant opportunities for colleges and universities that will focus on detection systems, individual sensors, or other research relevant to the detection of nuclear weapons, special nuclear material, radiation dispersal devices, and related threats. The program is called the Academic Research Initiative and will foster frontier research and build the nation's intellectual capital in nuclear sciences. U.S. and EU Sign Pact on Common Environmental Challenges U.S. and European Union scientists and researchers plan to work more closely in solving common environmental problems and sharing information on emerging issues such as nanotechnology under a new agreement finalized in Brussels.
