NACo Supports Repeal of Withholding Tax on County Purchases
The National Association of Counties (NACo) has called for enactment of legislation that would repeal a new mandate that state and local governments with annual spending of more than $100 million withhold 3 percent from payments to their vendors for goods and services and send it to the federal government. Repeal of this withholding tax provision, an unfunded federal mandate, is a legislative priority for NACo.

Local Governments Adopt E-Procurement
Based on a survey of purchasing officials in U.S. local governments, a recent study identifies the greatest perceived benefits, the tools most often used, and the biggest obstacles to adopting e-procurement by local government procurement practitioners. The data suggest differences in many of the respondents’ perceptions about e-procurement, based upon the level of centralization of the purchasing organization.

IAC Announces 2007 Excellence.gov Winners
The Industry Advisory Council’s (IAC) Collaboration and Transformation Shared Interest Group (SIG) announced the five program winners for the seventh annual Excellence.Gov Awards program. Winners were selected for excellence in leveraging technology to enhance collaboration.

DHS Tests First Responder Credentials
The Department of Homeland Security Office of National Capital Region Coordination (DHS ONCRC) and the Department of Defense Pentagon Force Protection Agency (DoD PFPA) joined public- and private-sector participants Feb.15 in a demonstration to validate the functionality of the First Responder Authentication Credential (FRAC). The demonstration, known as Winter Storm, was a multi-jurisdictional test to verify the integration and interoperability of credential system attributes such as qualifications, authorizations, certifications, and privileges.
